The Men in Tights Initiative

Introduction and Plot: Welcome to the future. After a brutal war that ended with the collapse of almost every major government in the world, and a nuke being dropped in the middle east, causing it and a portion of Africa to become inhabitable. Now only large empires and small city states remain, while some independent colonies dot the space in between. Science has not slowed, and continues to progress, finding such miracles such as a vaccination for the common cold, cybernetic limbs, and even new treatments for cancer. There are flyable cars, no forms of communication, and even robots, due to advances made in AI systems. There has yet to be a completely sentient AI, but signs show promise, and cybernetic limbs are still in development, though promising.

Over the past few years, as the governments became stronger, there has been an uprising of criminal activity. To counter this, it seems, the gods have graced the earth with superhumans; beings with extraordinary powers and skills. These super humans seem to vary in much the same way as normal humans; they're appearances, names, and M.O.s vary as much as regular humans. Some hide their identities behind masks, while some embrace their new identities, leaving their civilian lives behind completely, and even more hide their powers, fearing what may come of them. The governments have mixed reactions, ranging from blatant apathy, to the eradication of any superhumans under their jurisdiction.

Now, as the number of practiced criminals rise, organized crime takes hold of district after district of the city, super villains strike anywhere they want, the Federal Bureau of Superhuman Affairs has passed the "Hero Registration Act," more commonly known as "The Men in Tights Initiative," to try and quell the rise of these menaces to society. Only time will tell if government sanctioned superheroes will be the saviors of this state, or if the bureaucrats simply want another force to control the people...

Note: The NNY government strongly encourages individuals with superhuman abilities to register at your nearest law enforcement facility. Any superhumans found to be operating without formal sanction from the Federal Bureau of Superhuman Affairs (FBSA) will be prosecuted by the fullest extent of the law, based on their crimes committed.

Setting
This story takes place in the ruins of New York City, dubbed New New York. It is the capital of a large city state of the same name, that spans much of the New England territory. The city is built upon of the ruins of the old city, and much of the underground is now used as housing and street paths, while the above ground has been cleared away, or built upon of. Some buildings are nothing more than patched carcasses of the man made titans that towered above the city at some point. The city is much smaller than it's predecessor, and is split into six distinct areas.

The Industrial District: The industrial district sits on the mouth of the upper New York harbor and the entrance to the Hudson River. It is home to the warehouses, docks, factories, and other sights of industrial might. Much of the buildings are scavenged, rebuilt, or still standing from before the war. Sleek new laboratories can be seen dotted amongst the gloomy mixture of smoke stacks and brick buildings, and many a shady deal goes on here after dark. The docks are filled with sailors on shore leave, seedy bars and taverns, and even the odd fish market during the day. Murders, muggings, assaults, and theft are among the many crimes that are common place in the industrial district.

The Residential District: The residential district is where those of the middle class live. This district is filled with suburban type houses, and packed with apartments. Schools, hospitals, small grocery stores; everything needed for quiet family life can be found in this district, for those that are able to afford it. The residential district is the most common site of B&E and other types of theft, as they are known for comfortable living, but cannot afford the high security that those living in the Hills can.

The Hills District: Those that live in the hills are of the upper class; businessmen, politicians, celebrities, even mob families; they are nobility amongst the common folk. The Hills district is filled with grand houses, tall towers that could occupy kings and politicians. The most prestigious schools and universities are sighted here, and they are proud to be part of such a fine bred community. Only the most seasoned criminals would begin to think of committing crimes in the Hills District, as not only are the police active, but many of the residents posses some form of guards.

The Agricultural District: The agricultural district lies on the outskirts of the city, literally encircling the entire mass of it. It is made up of houses dotted in odd formations, farms, and suburban neighborhoods. It is generally thought that poorest of the poor live here, and in some cases that is true, as many of the ruins in this district sit uninhabited and uncared about. But many of the people are just as wealthy as those in the residential district. The agricultural district has the least amount of crime of the six districts, but also has the lowest standardized test scores, due to a low school attendance rate and a general attitude of making-a-living-through-hard-labor.

The Government District: The Government district sits on what used to be the island of manhattan, sharing the space with the Commerce District. The seat of congress, presidential residence, supreme court, and other bureaucratic institutes are located here. Security is tight in this district, as everyone present are either innocent civilians, or politicians too important to lose. The FBI and New New York Police both have headquarters in this part of the city.

The Commerce District: If there is anything to be offered in the city, it can be found in the Commerce district. Businesses, theatres, art centers, museums, shopping malls, farmer's markets, they can all be found in district. The only airport in New New York is also present here, as well as the Red Light Sector, which is home to all forms of vices and sins. Kidnapping, theft, and robbery are some of the crimes common in the commerce district.

The city is built in much the same style and manner as it's predecessor, though ruins can still be seen in a few of the less progressive areas. Tall buildings can be found in the Hills, Government, and Commerce districts, while tall smokestacks dot the Industrial district. The Residential and Agricultural districts have suburban neighborhoods, small houses, farms, and the odd apartment building. Each district is connected by a multitude of roads and above ground monorails, since the underground was converted into housing during The War.

Factions:

Note: Factions that characters can join will be dictated with an asterisk(*). All others are merely described for the sake of you not being lost in the story.
*Heroes: Heroes are super humans that have registered under the "Heroes Registration Act", and are formally recognized and sanctioned by the NNY Government. They benefit from official amnesty on crimes committed when in costume, except for murder, at the cost of sharing their true identity with the government, if it is not known by the public already, as well as taking direct orders from the current president, Hallum Stern, and the chairmen of the Federal Bureau of Superhuman Affairs, an ambitious man by the name of Gerard Martins.

*Independants: Also known as Cowls, Renegades, and the Troubled Children, the Independants are superhumans that refused to register with the FBSA, and as such are wanted by the government. Most tend toward vigilantism, but commit crimes, often claiming it to be for the greater good. They often tend towards darker methods, such as interrogation, assault, stalking, even murder, to claim their goals. Some stay on the right side of the law, and are often left alone as long as they stay on the right side of law enforcement. Anyone who is an independent has at least one warrant out for their arrest.

*Villains: These include anyone who uses their powers to commit crimes, to harm others, or to actively work against the NNY government. These individuals are regarded collectively as evil. The FBSA publishes a monthly list of known supervillains, their aliases, powers, and even their real identity, if it is known. Villains may work in groups, or as individuals, and their goals range from self benefit, to the destruction of all things.

*FBSA Operatives: With the launching of The Hero Initiative, the FBSA thought it fitting to form it's own task force. The force is relatively small so far, and is made up of top law enforcement recruits, equipped with the best technology government money can provide, as well as hand picked individuals from the Heroes factions. The task force specializes in the bringing in of Independents, as well as combating Villains. There are rumors of FBSA Operatives killing Heroes that may have become to free thinking at points, though this is spouted by anti-government conspiracy theorists, especially in the wake of the "Frenzy Incident," which left a large group of heroes dead, who had seemingly gone beserk in an isolated part of the Upper Hills District, and had to be put down. By whom is still unknown.

Government: This faction should be self explanatory. This includes all congress, judges, politicians, and law enforcement operatives.

Mafia: I shouldn't even have to type anything for this. Think the Sopranos.

Does the FSBA have all heroes on payroll, or just their special operatives? If so what is the salary when adjusted for future inflation?

Also, is there an age requirement to be a hero? Like could a character have interned as a hero during their teen years, or do you have to be a legal consenting adult to work for them?

Can I get some clarification of the time line? Like approximately what century is it? Roughly how long has it been since the end of the war? How long has it been since the FSBA popped up and started restricting super hero activity, and how long have super heroes been a thing for that matter?

Just the operatives. THink of the heroes as just having, like, a liscense to hero. It's like how the government has drivers, but not everyone who owns a driver's liscense is employed by the government. The minimum wage is $15.43.

No. Any age can register to be a hero. If a hero is a minor, though, their parents can register them instead, even if the minor is not consenting.

It's about 60 years after the war, and the FBSA has been around for about 10. Tail end of the 21st century.

What's the limits on "Good" and "bad" "luck"? It's a pretty broad description. Dying suddenly is pretty bad luck, if you ask me.

That's a good question. I could put more thought into it if need be, but I'd say it be limited by what would fall under normal probability similar to the probability manipulation. Like a piano won't randomly fall on someone's head out of nowhere, but if they were to Jay-walk while cursed they'd be significantly more likely than normal to get hit by a car. Usually it would be more mild inconveniences like dropping your wallet, catching a cold, getting stuck in traffic, finding out you're allergic to your wife's new perfume. Nothing anywhere near Scarlet Witch tier.

She has limits, although I didn't plan anything concise. We can work something out. For the time being I"m thinking she could stop a speeding train, but not instantaneously it would push her back quite a bit and leave her pretty torn up and exhausted.
